The Naval Information Warfare Center (NIWC) Atlantic under the Palmetto Technical Bridge (PTB) will be hosting a PTB Prize Challenge Rodeo 2022 Event on September 15th, 2022 in Charleston, SC.
NIWC Atlantic is exploring Federal Acquisition Regulation (FAR) based and or Other Transaction Agreement collaborative acquisition models to support DevSecOps requirements efficiently, timely, and best value for the Government with Industry providing appropriate skill sets. The following scenario is provided as an example of some of the challenges NIWC Atlantic faces.
Scenario:
NIWC Atlantic requires roughly 1,000 various DEVSECOPS related acquisitions in a given 12 month period of time over a Fiscal Year (FY) starting 1 October through the end of September. Funding for DEVSECOPS related acquisitions can come in through variety of methods and Naval customers. While some funding may be available in the first three months of a Fiscal Year, the majority of funding typically comes in in the 4-7 months of the FY and is almost always required to be used by the end of the FY (September 30th of each year). In some cases, DEVSECOPS requirements support larger programs with a predictable sustainment approach with a desired time acquire from requirements identification would be less than 180 days. In some cases, immediate patches are required to support cybersecurity requirements with a desired time to acquire from requirements identification within a 7 day period. In some cases, low code/no code requirements are needed for quick patches or user features in existing apps with a desired time to acquire from requirements identification within a 60 day period.
This acquisition model submitted through this prize challenge should enable the institutionalization of emerging and developing software technologies and services within NIWC Atlantic, given the commercial demands for these capabilities far outpace the Government’s ability to contract and retain them. The submitted acquisition model should address each major aspect of a requirement from inception through award and post award administration. Examples of items to include (but not limited to) would be a performance work statement, evaluation criteria, post award success criteria for deliverables, communication avenues with industry, innovative payment methods for performance using Navy ERP (SAP) tools, Electronic Funds transfer, and Government Credit Cards). Competition of any Government identified requirement is of the utmost importance. The acquisition model submitted should also address complying with competition laws while reducing the risk of protest.
The timelines to acquire should include all that is necessary to deliver an operational product within the desired timelines. If the proposed acquisition model submission cannot meet the timelines outlined in the scenario, provide minimum timeline possibilities with some assumptions in how those timelines were determined.
