The Naval Information Warfare Center (NIWC) Atlantic under the Palmetto Technical Bridge (PTB) will be hosting a PTB Prize Challenge Rodeo 2022 Event on September 15th, 2022 in Charleston, SC.
Challenge Statement: NIWC Atlantic is seeking innovative ideas to acquire in-demand skillsets for a potential pilot program, and execution of any such program would be contingent on Congressional authorization of a pilot program.
NIWC Atlantic seeks to explore an innovative approach to acquire in-demand skillsets that will allow for short fuse/limited duration staffing with intent of developing alternative follow on procurement strategies. Commercial industry makes effective use of Hiring Consultants/Head Hunting type services to fill high demand, high interest, or specialized job requirements to meet mission requirements.
How can NIWC Atlantic set up a Rapid Staffing Fulfillment model?
The Rapid Staffing Fulfillment model should consider innovative methods in communicating resource demands and finding applicable candidates through non traditional means (e.g other than usajobs.gov) with highly desirable skillsets to include software developers, system of system engineers, cybersecurity professionals, data scientists and analysts, network engineers, integrated logistics and life cycle engineering skill sets, and acquisition professionals. The business model should also consider security clearance requirements (up to Top Secret/Sensitive Compartmented Information – TS/SCI), Organizational Conflicts of Interest (OCI) constraints of follow on procurement strategies, speed to fulfillment, product and service delivery methodology for multiple sized demand, and staffing fulfillment timeline agreements. Staff fulfillment requirements can be to staff within seven (7) days or longer with both temporary and full time positions.
Desired discussion points for this challenge include:
- How the Government may implement a Rapid Staffing Fulfillment model to include items like processes for rapidly vetting candidates, understanding salary ranges prior to finding of candidates , cost/expense considerations, payment transaction requirements, terms and conditional type information. This may include predefined lots of service or innovative ideas that align to procurement regulations.
- What language, contract clauses, considerations are used in commercial applications for using Hiring Consulting Services.
- Case studies or application of these types of services / support deliveries in a relavant technical environment similar to NIWC Atlantic. If a case study is not possible, an applicable scenario can be provided for how to execute the model.
Five (5) participants will be selected for presentation of the Staff Fulfillment model at the in-person PTB Prize Challenge Rodeo held on the 15 September 2022 in Charleston, SC.
Note: This Prize Challenge does not constitute a desire for the government to acquire Hiring Consultant Services. This challenge is focused on understanding how Hiring consulting services are acquired and applied in a commercial setting.
